Westbury
Significant progress has been made on the LIRR Expansion Project from Floral Park to Hicksville, one of the region’s most noteworthy transportation projects. While the duration and intensity of work depends on the project element under construction, the 3rd Track Constructors team is phasing elements to reduce the amount of disruption in any given community at any given time.
During the month of February, you will see crews performing the following construction activities in Westbury:

Westbury Station Enhancement Project
- On February 22nd, following the commissioning of the New Nassau 1 Interlocking & Signal System, the Main Line tracks will be renamed to conform to the future permanent system accounting for three tracks. The naming system as follows will affect Floral Park, New Hyde Park, Merillon Avenue, Mineola, Carle Place, and Westbury Stations:
- Track 3 – Westbound platform (north)
- Track 1 – Currently accessible eastbound platform (south)
- Track 2 – Future 3rd track (currently under construction)
- Updated station signs will reflect this information.
- Residents and commuters will notice crews from EJ Electric installing permanent and temporary utilities along the railroad right-of-way at Westbury Station throughout the month of February
- As a result, the eastbound lane on Union Avenue is closed through the month of February. Click here for alternate routes
- This month, crews will begin to prep for erection of temporary platforms on the east end of the station, on both the north and south sides of the tracks, in anticipation of a platform switch
- Support of excavation (SOE) will be installed on the north side of the tracks in preparation of station excavation
- Residents will see crews working both on weekends and overnight hours to meet the expedited construction schedule for this project element
- To accommodate for this work, parking in the south lot on the corner of Post Avenue and Railroad Avenue, is currently limited

- The station will undergo improvements that were developed in consultation with the local community which include:

- Platform replacement to accommodate a new third track; platform canopies; new platform furnishings and accoutrements including benches, shelters, and signage
- CCTV security cameras to improve safety; Wi-Fi; USB charging stations; digital information displays
- An extension of the Westbury Station pedestrian tunnel; ADA-compliant mobility improvements including elevators, ramps and overpasses
- A low maintenance pedestrian plaza near Post Avenue
- The interior and exterior of the station building will be renovated
- New bike racks and artwork will also be installed

Westbury North Parking Structure
- Construction on the Westbury North Parking Structure is continuing throughout the month of February
- Crews are installing conduit lighting and fixtures throughout the garage
- Following the completion of construction, crews will begin commissioning and testing the garage for proper functionality before opening the garage for public use
- The surface lot surrounding the garage has been paved and striped and will open for public use upon full completion of the garage
- The new four-level 683-space parking structure will retain 106 surface parking spaces and will add a net increase of 481 parking spaces. The complete parking structure is expected to open in the first quarter of 2021.
Wall Construction
- On the south sides side of the tracks, crews are progressing the installation of the retaining and sound walls from Carle Road to Post Avenue
- Crews will continue to drill caissons, set steel posts, pour concrete, excavate and install lagging, followed by the installation of wall panels from Carle Road to Ellison Avenue
- From Madison Avenue to Post Avenue, Crews will continue to excavate, drill, set steel posts, pour concrete, and install wall panels.
- Residents will see crews working around the clock, including weekends, on this crucial project element throughout the month of February
- On the north side of the tracks, crews will set the remaining wall panels over weekends, and install rubber joints and group pads on these wall panels throughout the weekdays
- Throughout this stretch of right-of-way, on both the north and south sides of the tracks, the relocation of significant utilities is required in order to accommodate for the new third track. Track outages and railroad resources are necessary to facilitate the relocation of these utilities and have affected the schedule of installation
- In adherence to our commitment to minimize disruption to the community, noise, dust, and vibration are continuously monitored
School Street Grade Crossing Elimination Project
- On Friday, November 13, School Street reopened to the public in its new permanent configuration. For more information on this incredible milestone click here
- Crews will work to install decorative fence on School Street, from Railroad Avenue to Center Street this month
- As a result, there will be alternating lane closures on School Street from 7am-3pm during the month of February
- Two-way traffic will function during this activity. Flaggers will be present to assist with the flow of traffic
Nassau 3 Interlocking
- 3TC and EJ Electric will be installing New Nassau 3 Interlocking & Signal System huts along the right-of-way between Carle Place and the Wantagh State Parkway throughout February.
G18 Substation
- Work at the G18 Substation is continuing throughout the month of February
- Crews from EJ Electric will perform utility installation from Carle Road to Post Avenue overnight throughout the month of February, to support the G18 Substation
- In adherence to our commitment to minimize disruption to the community, noise, dust, and vibration are continuously monitored
Permanent Utility Pole Installation
- EJ Electric is working during the day and overnight setting permanent steel and wooden utility poles along the railroad right-of-way throughout the Village of Westbury
- Following the installation of the poles, crews will safely relocate cables from temporary poles to the permanent poles
- Intermittent lane closures may occur to help facilitate this work
- 3TC will coordinate closely with property owners prior to any necessary and anticipated power outages
- Residents will see crews working both on weekends and overnight hours to meet the expedited construction schedule for this project element
- Heavy construction equipment including cranes, bucket trucks, and more, are needed for this work
- Residents will see crews working both during the day and overnight on this project activity
LIRR Work Along The Right of Way
- In addition to 3TC’s activities, you may see or hear LIRR forces working along the railroad right-of-way. These activities may include:
- Regular track inspection and maintenance; rail tie replacement; grade crossing elimination preparatory work
- To avoid LIRR service interruptions during peak commuting hours, LIRR work along the railroad right-of-way may take place overnight and on weekends
