Westbury
Significant progress has been made on the LIRR Expansion Project from Floral Park to Hicksville, one of the region’s most noteworthy transportation projects. While the duration and intensity of work depends on the project element under construction, the 3rd Track Constructors team is phasing elements to reduce the amount of disruption in any given community at any given time.
During the month of December, you will see crews performing the following construction activities in Westbury:

School Street Grade Crossing Elimination Project
- On Friday, November 13, Lieutenant Governor Kathy Hochul joined MTA C&D, LIRR, and 3TC to open the new underpass at School Street. This significant project element was accompanied by a ribbon cutting and marked the fifth of eight grade crossings to be successfully eliminated as part of the Project. - Following the opening of the roadway, crews are continuing to work on restoration of the surrounding area
- The School Street grade crossing has been reconstructed into a two-way grade separated underpass with a pedestrian sidewalk on the east side, and Railroad Avenue has been reconstructed to maintain access to School Street. The newly built U-structure for the School Street Underpass was successfully installed over one weekend in October during a double track outage on the LIRR’s Main Line. Westbury North Parking Structure
- Throughout the month of December, crews will continue the installation of conduit light and fixtures throughout the garage
- Following the completion of construction, crews will begin commissioning and testing the garage for proper functionality before opening the garage for public use
Westbury Station Enhancement Project
- Work on the Westbury Station Enhancement Project will begin this month. The station will undergo improvements that were developed in consultation with the local community which include:
- Platform replacement to accommodate a new third track; platform canopies; new platform furnishings and accoutrements including benches, shelters, and signage
- CCTV security cameras to improve safety; Wi-Fi; USB charging stations; digital information displays
- An extension of the Westbury Station pedestrian tunnel; ADA-compliant mobility improvements including elevators, ramps and overpasses
- A low maintenance “pocket park” near Post Avenue
- The interior and exterior of the station building will be renovated
- New bike racks and artwork will also be installed
- Beginning in December, crews will begin to erect temporary platforms on the east end of the station, on both the north and south sides of the tracks, in preparation for a platform switch
- Residents will see crews working both on weekends and overnight hours to meet the expedited construction schedule for this crucial project element

Wall Construction
- From Carle Road to Ellison Avenue, on the north and south sides side of the tracks, crews are progressing the installation of the retaining and sound walls
- Residents will see crews working around the clock, including weekends, on this crucial project element throughout the fall
- In adherence to our commitment to minimize disruption to the community, noise, dust, and vibration are continuously monitored
Permanent Utility Pole Installation

- EJ Electric is working during the day and overnight setting permanent steel and wooden utility poles along the railroad right-of-way
- Permanent poles will be installed from Post Avenue to School Street, at Westbury Station, throughout the month of December, including weekend work
- Following the installation of the poles, crews will safely relocate cables from temporary poles to the permanent poles
- Intermittent lane closures may occur to help facilitate this work
- 3TC will coordinate closely with property owners prior to any necessary and anticipated power outages
- Residents will see crews working both on weekends and overnight hours to meet the expedited construction schedule for this crucial project element
- Heavy construction equipment including cranes, bucket trucks, and more, are needed for this work

G18 Substation
- Crews are working to install the grounding grid and footings at G18 Substation throughout the month of December
- In adherence to our commitment to minimize disruption to the community, noise, dust, and vibration are continuously monitored
LIRR Work along the Railroad Right-of-Way
- In addition to 3TC’s activities, you may see or hear LIRR forces working along the railroad right-of-way. These activities may include:
- Regular track inspection and maintenance; rail tie replacement; grade crossing elimination preparatory work
- To avoid LIRR service interruptions during peak commuting hours, LIRR work along the railroad right-of-way may take place overnight and on weekends
