Mineola
Significant progress has been made on the LIRR Expansion Project from Floral Park to Hicksville, one of the region’s most noteworthy transportation projects. While the duration and intensity of work depends on the project element under construction, the 3rd Track Constructors team is phasing elements to reduce the amount of disruption in any given community at any given time.
During the month of November, you will see crews performing the following construction activities in Mineola:

Harrison Avenue Parking Structure
- Construction on the Harrison Avenue Parking Structure is expected to be complete this month
- Crews will be paving Harrison Avenue, from Mineola Boulevard to Horton Highway, and 3rd Avenue from Harrison Avenue to First Street, early this month
- This new five-level, 551-space parking garage has been constructed to replace the former surface parking lot area west of Mineola Boulevard, between Harrison Avenue and First Street, and will serve both LIRR commuters and downtown Mineola. The new garage will represent a net increase of 446 parking spaces

Willis Avenue Grade Crossing Elimination Project
- Early work pile driving for the elimination of the grade crossing has begun
- Soldier piles are being installed using vibratory hammers to form a wall for earth support which is required for excavation
- Throughout the duration of this activity, Willis Avenue will be limited to one lane in the northbound direction. Southbound traffic will be detoured during this time.
- At times, Willis Avenue may be closed intermittently in order to facilitate the mobilization and demobilization of machinery
- Utility work is progressing in and around the Willis Avenue area
- Lane closures on the surrounding roadways will be necessary to complete this work
- As part of a separate project, Village of Mineola subcontractors are performing ongoing utility installation along Main Street
- Vehicles are encouraged to use alternate routes. Click here for detour map.
- This preparatory work is being done in anticipation of the closure of Willis Avenue in January 2021
Mineola Station Enhancement Project
- Throughout the month of November, crews will begin to form, rebar and pour the platform columns and platform foundations on both the north and south sides of the tracks
- Residents will see crews working both during the day and overnight on this activity
- Crews continue to install utilities along the tracks in Mineola
- This work may cause partial lane closures in the Village. 3TC will continue to coordinate with Village officials to mitigate the traffic impact within the Village
- Commuters will continue to access temporary platforms and walkways, extending westward off of the existing platforms

G16 Substation Replacement/LIRR Crew Facilities
- Environmental abatement of the existing brick substation building on Main Street is continuing
- Demolition of the substation will take place this month following the environmental assessment
- Construction on the new G16 Substation is progressing
- In coordination with Village officials, screening will be installed and the permanent facility will be secured
Wall Construction
- Retaining wall and security fence installation is continuing from Main Street to Roslyn Road on the south side of the tracks
- Sound wall installation is nearing completion on the south side of the tracks from Roslyn Road, heading east toward Glen Cove Road
- In adherence to our commitment to minimize disruption to the community, noise, dust, and vibration are continuously monitored
Permanent Utility Pole Installation
- Temporary above-ground utility relocation is ongoing throughout the Village of Mineola
- Intermittent lane closures may occur to help facilitate this work
- 3TC will coordinate closely with property owners prior to any necessary and anticipated power outages
- EJ Electric and 3TC are coordinating closely with the Village of Mineola to lessen the effects of road closures within the Village
- Crews from EJ Electric are working during the day and overnight setting permanent utility poles along the railroad right-of-way
- Once the poles are installed, crews will be able to safely relocate cables from temporary poles to the permanent poles
- Heavy construction equipment including vacuum trucks, cranes, bucket trucks, and more, are needed for this work
- 3TC is contractually committed to performing ongoing environmental monitoring including air quality, vibration levels, and noise levels

LIRR Work along the Railroad Right-of-Way
- A series of double-track outages have been scheduled along the Main Line for weekends through November 21st
- To reduce the overall project schedule, the project team will use these double-track outages to complete other activities proximate to the tracks
- During these weekends, residents will likely notice increased activity along the right-of-way
- To ensure restoration of rail service by Monday morning, crews will be working through the overnight hours
- In addition to 3TC’s activities, you may see or hear LIRR forces working along the railroad right-of-way. These activities may include:
- Regular track inspection and maintenance; rail tie replacement; grade crossing elimination preparatory work
- To avoid LIRR service interruptions during peak commuting hours, LIRR work along the railroad right-of-way may take place overnight and on weekends
