Westbury
Significant progress has been made on the LIRR Expansion Project from Floral Park to Hicksville, one of the region’s most noteworthy transportation projects. While the duration and intensity of work depends on the project element under construction, the 3rd Track Constructors team is phasing elements to reduce the amount of disruption in any given community at any given time.
During the month of April, you will see crews performing the following construction activities in Westbury:

School Street Grade Crossing Elimination Project
- Preparatory work required for the School Street Grade Crossing Elimination Project, one of eight at-grade crossings to be eliminated as part of the Project, has begun
- Crews from 3TC will continue to work on utility relocation along School Street on both the north and south sides of the tracks
- As a result, there may be intermittent lane closures during day shift hours on both Railroad Avenue and School Street
- If necessary, the construction team will provide cones, flaggers, and signage to minimize disruption to the community
- Construction teams from EJ Electric will begin to work on the relocation of utility transmission poles
- Heavy machinery is expected to be in the area of School Street, including large cranes and bucket trucks, to facilitate the relocation
- No detours are expected to be in place for this work
- School Street is expected to close entirely to vehicular and pedestrian traffic, from Railroad Avenue to Union Avenue, in June 2020
Wall Construction
- From Ellison Avenue to Post Avenue, along the right-of-way, crews are continuing progress on the installation of the sound wall along the north side of the tracks
- From Carle Road to Ellison Avenue, on the north side of the tracks, crews are continuing construction on the sound and retaining walls
- Crews are drilling caissons to form a foundation that supports the sound and retaining walls, with wall installation to follow
- This project element has been expedited. As a result, crews will be working around the clock to complete this project element
- In adherence to our commitment to minimize disruption to the community, noise, dust, and vibration are continuously monitored
Westbury North Parking Structure
- The installation of precast is complete with full parking structure completion expected in Spring 2021
- Throughout April, crews will continue the installation of mechanical, electrical, and plumbing; the installation of the steel framing for the elevators; glass installation and glazing
- The Westbury North parking lot closed in April 2019. During the closure, 3TC continues to:
- Provide a free shuttle bus between the Westbury Station and The Source Mall
- There is a shuttle stop along Union Avenue at the base of the easternmost stairwell for the westbound platform
- There is a shuttle stop at the alternate parking location at The Source Mall (Fortunoff Way and Old Country Road)
- The shuttles are synchronized to the new LIRR timetables to help ensure that all riders may make their train

LIRR Work along the Railroad Right-of-Way
- In addition and complementary to 3TC’s activities, you may see or hear LIRR forces working along the railroad right-of-way. These activities may include:
- Regular track inspection and maintenance; Rail tie replacement; Grade crossing elimination preparatory work
- To avoid LIRR service interruptions during peak commuting hours, LIRR work along the railroad right-of-way may take place overnight and on weekends
