Westbury
Significant progress has been made on the LIRR Expansion Project from Floral Park to Hicksville, one of the region’s most noteworthy transportation projects. While the duration and intensity of work depends on the project element under construction, the 3rd Track Constructors team is phasing elements to reduce the amount of disruption in any given community at any given time.
During the month of December, you will see crews performing the following construction activities in Westbury:
School Street Grade Crossing Elimination Project
- Preparatory work required for the School Street Grade Crossing Elimination Project, one of eight at-grade crossings to be eliminated as part of the Project, has begun
- Construction teams from 3TC, National Grid, PSEG Long Island, Verizon, Altice, and Light Tower (or their respective contractors) will relocate the above and below ground utilities
- Sanitary relocation along School Street is expected to begin in early December and is expected to last approximately two months
- The installation will occur on School Street, south of Railroad Avenue to Lowell Avenue
- There will be a single lane closure on School Street, allowing for northbound traffic only

Wall Construction
- From Ellison Avenue to Post Avenue, along the right-of-way, crews are working to install the sound wall along the north side of the tracks
- From Carle Road to Ellison Avenue, along the right-of-way, crews will continue construction on the sound and retaining walls on the north and south side of the tracks. This project element has an estimated completion of Spring 2020
- On the north side, crews will be drilling caissons to form a foundation that supports the sound and retaining walls, with wall installation to follow
- Residents will see crews drilling sections of soldier piles in sequence to form a wall for earth support
- Soldier piles are installed by vibratory hammers to provide the support necessary for the construction of the retaining wall and sound wall
- Various machinery will be working along the right-of-way
- In adherence to our commitment to minimize disruption to the community, noise, dust, and vibration are continuously monitored
Westbury North Parking Structure
- Foundation work for the Westbury North Parking Structure is complete, with full completion expected in spring The installation of precast materials is anticipated to begin in January 2020 and is expected to last three months
- The Westbury North parking lot closed in April. During the closure, 3TC continues to:
- Provide a free shuttle bus between the Westbury Station and The Source Mall
- There is a shuttle stop along Union Avenue at the base of the easternmost stairwell for the westbound platform
- There is a shuttle stop at the alternate parking location at The Source Mall (Fortunoff Way and Old Country Road)
- The shuttles are synchronized to the new LIRR timetables to help ensure that all riders may make their train

LIRR Work along the Railroad Right-of-Way
- In addition and complementary to 3TC’s activities, you may see or hear LIRR forces working along the railroad right-of-way. These activities may include:
- Regular track inspection and maintenance; Rail tie replacement; Grade crossing elimination preparatory work
- To avoid LIRR service interruptions during peak commuting hours, LIRR work along the railroad right-of-way may take place overnight and on weekends
