Westbury
Significant progress has been made on the LIRR Expansion Project from Floral Park to Hicksville, one of the region’s most noteworthy transportation infrastructure projects. While the duration and intensity of work depends on the project element under construction, the 3rd Track Constructors team is phasing in specific project elements to reduce the amount of disruption in any given community at any given time.
During the month of October, you will see crews continuing construction activities in Westbury. By way of explanation:
Westbury North Parking Structure
- Progress continues on the Westbury North Parking Structure, including:
- Installation of support of excavation (SOE) is ongoing. Rebar is being delivered and dirt is being removed on a daily basis
- Foundation work for the Westbury North Parking Structure is expected to be complete in December of this year, with full completion expected in spring 2021
- The Westbury North parking lot closed in April. During the closure, 3TC continue to:
- Provide a free shuttle bus between the Westbury Station and The Source Mall
- There is a shuttle stop along Union Avenue at the base of the easternmost stairwell for the westbound platform
- There is a shuttle stop at the alternate parking location at The Source Mall (Fortunoff Way and Old Country Road)
- The shuttles are synchronized to the new LIRR timetables to help ensure that all riders may make their train

School Street Grade Crossing Elimination Project
- Construction teams from 3TC, National Grid, PSEG Long Island, Verizon, Altice, and Light Tower (or their respective contractors) will work on relocating both above and below ground utilities
- At times, traffic may be limited to a single lane
- If necessary, the construction team will provide cones, flagmen, and signage to minimize disruption to the community
- Work will extend along School Street, from Dryden Street to Center Street
Wall Construction
- On the north side of the tracks, from Ellison to Post Avenue, a sound wall will be installed and shafts will be drilled
- On the south side of the tracks, the sound wall construction is complete
- Crews will revisit the area to reinstall or mend existing fences along the right-of-way
LIRR Work along the Railroad Right-of-Way
- In addition and complementary to 3TC’s activities, you may see or hear LIRR forces working along the railroad right-of-way. These activities may include:
- Regular track inspection and maintenance; Rail tie replacement; Grade crossing elimination preparatory work
- To avoid LIRR service interruptions during peak commuting hours, LIRR work along the railroad right-of-way may take place overnight and on weekends
- We recognize that these activities may be disruptive and we remain committed to seeing the work completed in as short of a time frame as possible, all while maintaining safe and reliable operations

LIRR Station Access and Service Changes
