Floral Park
Significant progress has been made on the LIRR Expansion Project from Floral Park to Hicksville, one of the region’s most noteworthy transportation infrastructure projects. While the duration and intensity of work depends on the project element under construction, the 3rd Track Constructors team is phasing in specific project elements to reduce the amount of disruption in any given community at any given time.
During the month of October, you will see crews continuing construction activities in Floral Park. By way of explanation:
Floral Park Station Elevators
- On or about September 30, the final phase of the elevator installation portion of the Floral Park Station Enhancement Project will commence
- Work on this specific project element is expected to be complete in May 2020
- Elevators will be ADA-compliant and will provide easier access to the platforms on both sides of the station
- The elevator installation work is not expected to have any impact on access to Floral Park Station
- Along Atlantic Avenue, between Carlton Avenue and Vernon Avenue, on street parking along with small sections of parking underneath the viaduct totaling approximately 25 parking spaces will be removed from service for the duration of the elevator installation work
- Replacement parking is provided at 50 Carnation Avenue
- Signage will be present, notating the location of the replacement parking
Plainview Avenue Bridge Replacement Project
- Early work on the Plainfield Avenue Bridge Replacement Project has begun and will continue until early 2020
- The new bridge will be built in place on the south side of the tracks. No double track outage will be required
Linden Avenue Pedestrian Underpass
- Demolition of the Linden Avenue Pedestrian Underpass is underway and nearly complete. It is expected to be rebuilt and available for use by Summer 2020
- Construction crews are installing tiebacks and soldier piles, which are installed by vibratory hammers to provide the support necessary for the reconstruction of the underpass
- Sections of soldier piles are installed in sequence to form a wall for earth support
- Crews will utilize western-most ballfield (The Pit) and the Village of Floral Park DPW yard for staging and accessing the LIRR right-of-way
- The Floral Park Recreation Center will remain accessible through other egress points
Wall Construction
- From Plainfield Avenue to approximately the DPW facility on the south side and Lewis Avenue on the north side, 3TC will install retaining and sound attenuation walls along the right-of-way
- Residents along Charles Street will see crews performing preparatory work, which may include vegetation clearing, which includes the removal of some trees and associated stump grinding, to prepare the work area for the future sound and retaining wall
- Following the removal of the vegetation construction crews will begin driving piles to provide the support necessary for the excavation. H-Piles will be installed by vibratory hammers in sequence to form a wall for earth support
- Once the piles are installed, crews will be able to safely begin the installation of the retaining and sound attenuation walls
- Sound attenuation walls help to reduce ambient noise levels and retaining walls are being used so as to minimize the need for property acquisition
- The precast retaining and sound attenuation wall panels will be delivered by truck
- You will see approximately 10 – 12 trucks per day delivering material to the area. However, not all trucks will be on the same street on the same day
- The majority of the retaining and sound attenuation walls along Terrace Avenue, just east of Plainfield Avenue, have been installed
- The westernmost section of the wall, adjacent to Plainfield Avenue, will not be complete until the Plainfield Avenue Bridge Modification Project is completed
- In adherence to our commitment to minimize disruption to the community, noise, dust, and vibration are continuously monitored
Work along the Railroad Right-of-Way
- In addition and complementary to 3TC’s activities, you may see or hear LIRR forces working along the railroad right-of-way. These activities may include:
- Regular track inspection and maintenance; Rail tie replacement; Grade crossing elimination preparatory work
- To avoid LIRR service interruptions during peak commuting hours, LIRR work along the railroad right-of-way may take place overnight and on weekends
- We recognize that these activities may be disruptive and we remain committed to seeing the work completed in as short of a time frame as possible, all while maintaining safe and reliable operations
